The Cross was instituted in 1971 by the National Federation of the Veterans of King Albert I (Fédération Nationale des Vétérans du Roi Albert 1er / Nationaal Verbond der Veteranen van Koning Albert I) to be awarded to its members - holders of the Veterans’ Cross, and sons of deceased former combatants.

The Federation was created in June 1948 to honour the memory of King Albert I and the soldiers who fought during his reign.  In May 1973, it was granted the prefix ‘Royal’ and in 2005 renamed the Royal Federation of Veterans and Supporters of King Albert I due to the dwindling numbers of veterans but continues in existence to promote national unity and patriotism and to engage in philanthropic works.
